add missing --depth and --exclude options to log and fix associated problems
* NEWS: add note about log now supporting --depth and --exclude options
* cmd_diff_log.cc (log): rewrap options declarations so that lines end with '|'
rather than starting with them; add missing --depth and --exclude options;
check for exclude patterns and initialize the restriction when specified;
remove extraneous braces around fetch for relatives; simplify checks for next
and last in initialization of use_markings and stop condition; flush cout
after printing a revision so that output arrives more smoothly
