'mtn log' now prints dates in a human-friendly format after conversion
to the user's time zone.
* NEWS: mention this.
* monotone.texi: document new hook to control date formatting.
* dates.cc, dates.hh (date_t::as_formatted_localtime): new function.
* lua_hooks.cc, lua_hooks.hh (hook_get_date_format_spec): new function.
* options_list.hh (date-format, no-format-dates): new options.
* std_hooks.lua (get_date_format_spec): new hook.
* cmd_diff_log.cc (log): use these.
* tests/_--author,_--date, tests/log_--brief: tweak.
