tests/importing_files_with_non-english_names/__driver__.lua: Cygwin-1.7 uses
the value of LANG environment variable as the intended format of filenames so
we must ensure LANG=C to use the default UTF-8 when the lua process is
launched; also removed non-UTF8 filenames from the test suite.
