more formatting adjustments
* cmd_ws_commit.cc (get_log_message_interactively): add old branches parameter;
replace "ChangeLog" with "Changelog"; fix typo in instructions; add blank
line preceeding the CANCEL line; add explicit separator and optional new
branch information to notes section; include notes with check for change
summary section
(status): move optional new branch section after Changelog for consistency
with commit
(commit): get set of old branches and pass into
get_log_message_interactively; wrap long line in warning about _MTN/log and
--message options
