* database.cc (create_if_not_exists): move the code which determines the
database alias and sets it
* database.cc (maybe_set_database_alias): ...here in the
database_path_helper class and rewrite the original method which returns
a full path to the default database to only set the alias and database
type directly in the given options instance _iff_ no other database
option is present
* cmd_netsync.cc (clone), cmd_ws_commit.cc (setup): use this new stuff
here, finally newly created setups are properly registered within a new
default database
