Add support for browsing suspended branches. We don't run the heads command
with ignore-suspend-certs right from the start, since this would give us
suspended heads of branches with other, unsuspended heads. Instead if we
don't find any heads initially we run the heads command again, and ignore
suspend certs during this run.
