This is not a but in monotone, it's in the package libbotan-1.8.2 which suddenly changed from libbotan-1.8.2.so to libbotan-1.8.13.so without changing package name. I've reported this, bug#633775. In the mean time, my solution is to downgrade to libbotan-1.8.2 version 1.8.12-1 and hold it until it upgrades to something above 1.8.13-1.
