We should preserve one part of Makevars -- we need some special
options to xgettext (to tell it that strings passed to P(), etc., are
translation candidates).  See the giant comment on the
XGETTEXT_OPTIONS variable in Makevars for the annoyingness surrounding
this.  (In particular, the part where we must keep a file named
Makevars that contains an XGETTEXT_OPTIONS variable.)
