I just noticed (sorry, just caught up on email). I just noted in the bug report that you might try copying it to /Library/Frameworks/Mono.framework/External/monodoc/ as well. Perhaps MonoDevelop is reading it from there instead? (I'm not very knowledgable about where MD gets its doc info, so this suggestion might not help, but I did notice that when I installed a fresh MonoTouch-4.2 it seemed to install the broken docs there too).
