I'm guessing, but I'd say this is intentional. If you could programatically (and silently) access a user's Twitter account (or send an e-mail, or make a phone call) without any user interaction you could cause all sorts of mischief. As far as I know, you can create and populate a MailComposer window, but you can't actually send the mail unless the user chooses to.
