mono/mcs/tools/svcuil is almost just a frontend to System.ServiceModel.Description.WsdlImporter etc. like MonoDevelop's addin. Actually MD copies code from svcutil, so they are almost the same.
Though note that our System.ServiceModel.Description is not very tested as it had never been any moonlight requirement and wcf task was too much to spend huge amount of time on it.
