Doug,
There may be some crud inside the spacer. It should break loose if you
grip the spacer with a visegrip (don't compress the spacer) as you
apply the wrench to the bolt head. Make sure that is a spacer and not
the thicker body of the bolt - one of those with a smaller threaded end
- I don't remember which were used on my rudder when I took it apart
and it isn't nearby where I can get a look at it but if you haven't
solved the issue yet, let me know and I'll go to the Marina and check
mine out.
