George,
The 17 will take more than the 15 however the 15 might keep you happy
and safe. Yesterday I was in 20 knots with reefed main and full std jib. I
tried to put her over on her side but she just wouldn't go. She took a
little water into the cockpit once but then rounded up immediately saving me
from the wrath of my foolishness. The boat was doing 4 1/2 to 5+ knots and
having a great time as was I. At the end of the day I took her home and
tucked her safely away in the garage.
