Don, I have a small PAR hand pump (the kind that can be used for water; to change engine oil; etc, and comes in a kit with various diameter hoses and attachments)
By putting a large diameter hose on the bottom of the pump (about 1" ID - off the top of my head) I can snake the hose into the rear bilge via my starboard sail locker and pump it dry. (I also put another hose on the outlet so that the water that is pumped out goes into the cockpit and drains via the CB pennant hole.) If you have leaves / dirt in the centerboard, that may be the reason why it doesn't drain properly. Try putting a garden hose in the hole and do a bit of power flushing.............
