If you have the same rudder as my M15, you pick it up by lifting the tiller.
There's a rod that pushes the top of the rudder down hence lifting it on its
pivot.  I currently have my rudder all apart and there is no hole where you
describe it.  Doesn't seem like it would have the required mechanical
advantage needed to lift the rudder with the hole so high.
