Here's some sketches illustrating the effect of a weighted rudder.  When
looking at the boat sketches, it's like you are standing on the leeward
bench wearing x-ray goggles. :-)

The weight will have effect when the boat is heeling, which is also when
weather helm is more likely to be felt (heeling on a beat).

Weight would be a last resort, probably.
