We use something similar.  It is a large canvas carrier that was designed 
for firewood.  I take care to let it air dry so that I don't get mildew/mold 
started, but other than that it works fine.

Why don't you use a heavy duty ice bag. The type that has heavy  canvas 
and a
handle. It could be stored flat when the anchor is over the  side.
