Larry:
I recently mounted such a ladder on my M15. I cut out the cockpit locker on the starboard side and could just reach the inside of transom from there. I made a stainless steel mounting plate for the inside of the transom, silver soldered the bolts to it, pushed them through the holes I drilled through the transom, and mounted the ladder (I didn't need anyone to hold the bolts while tightening the nuts). I used the folding platform ladder, model 380140 on page 755 of the 2005 West Marine catalog, and mounted it low enough to get my foot on the upper rung as it hung just below the bottom of the transom.

My bilge pump is located in the side of the footwell in the cockpit, but on
the aft side near the motor cutout. I don't think it was a factory
installation, but it could have been... hard to tell. At any rate I need to
drill out the pop rivets, add new compound, and reseal with bolts.
