I suspect the fasteners are the result of the past damage from grounding as well Bill. Whatever is there is covered by a filler of some kind and faired. If I had to guess, I'd say the leading edge was reattached sometime in the past and that those are lag bolts of some kind. Whatever, the repair has held up. t

My 1975 rudder is stating to delaminate at the foot and I propose waterproof glue supplemented with long screws or other fasteners. Would appreciate firsthand advice.
