I'm not sure what year M-15 the original poster has, but I believe the earlier M-15s (early 80s) had steel ballast like the M-17s, so perhaps the centerboards have steel as well.
I don't have hard data here, obviously, but thought I'd bring up the possibility (and also not saying this would have been responsible for the board problems).
