On the M17's (mine anyway), there are stern cleats on top of the 
coamings, located somewhere between the midpoint and end of the tiller. 
You can use a 1/4" line, with a loop of bungee cord on the ends (about 
6 inch diameter), that loops over the cleat on each side and hangs lose 
beneath the tiller. On the bottom of the tiller is another small cleat. 
When you want to secure the tiller, you loop it over the tiller cleat. 
When you get it right, the bungees tension the line to provide just 
enough friction to hold the tiller in place. But it will still move it 
you push hard enough on the tiller and is easy to engage and disengage. 
Great way to firm up the tiller when raising sails or motoring and you 
want to leave the cockpit.

Picture of my tiller with the cleat on the bottom. Insert for the 
tiller extension is also on the bottom, so it doesn't collect water in 
the socket hole.
