I just looked in my outboard repair manual and another listed cause for your 
symptoms is clogged high speed jet in the carburator.  If I remember from one 
of your earlier posts, this boat and motor sat for a while before you bought it 
and the fuel/oil mix may have congealed and clogged your jets.  If you are 
handy, you can order and install a carburator overhaul kit (after cleaning the 
carb).  If not an outboard shop can do it for you.
