Yes, you'll get code assist for MooTools when you include the mootools [-version][-core|more][-compressionMethod].js library file in any HTML file, or you can add any of the library files to the Default profile by dragging them from the Project view to the Default Profile folder in the File References panel. There's no ScriptDoc or OpenAjax metadata file available for MooTools, so that's why it's not available as a global reference; instead, code assist is generated on the fly from the .js file.
