[MOPO] Bad packing and a question about State tax

Hi All!   I just recently won a bid on a half sheet that was described as being in excellent condition.  The seller is a name I'd recognized as a bidder on many of Bruce's auctions.  He's been around for awhile.  I even think I may have bid against him at various times.  Maybe not?!  Well, I received the poster in about a week (fine and well) but it was dented and arrived in the ole' USPS triangle tube (which had a split in the middle and carried a little pasted note from the USPS saying "Sorry.")  Geez, I was a bit peeved.  This is a fellow that has won items in Bruce's auctions and so knows about good packaging.  In my misguided flowery view of the world I assumed that the package would be well packed because here was a fellow collector who knew what good packaging looked like.  Rude awakening.  When will I learn?  Sent the fellow an e-mail and his reply was "You should have insured the poster."  Yeah.  Anyway, I left a neutral feedback - fast delivery but crappy packaging and damaged poster.   Question:  I just won another item from a seller who is situated in CA.  I'm in Illinois.  The seller has sent me an invoice that includes a CA sales tax.  I've never paid out of state sales tax on eBay items.  Is this something new?  Am I obligated to pay this or is this just a means for the seller to garner a few more coins?   Thanks.
