Oddly, in some states if you hold more than a set number of garage sales a year you are supposed to get a license. The state stops viewing it as a hobby or occurrence and it becomes a business in their eyes. Of course, garage sales deal in cash normally and would be more trouble to keep up with than they are worth. If a business were to deal largely in checks, money orders, or credit card transactions, that would be a different thing entirely. All the politicians have to do is smell a profit. Not all that different from some sellers.
