Two months ago, I bought on ebay a large poster for LET'S GET LOST from a London seller whose handle is penitentman83.  His name is Francesco Simeoni.
I paid to have it sent airmail and insured.  It never arrived and, when I emailed him about it, he claimed that he had already thrown out the paperwork with the tracking number.

He offered to send me two smaller posters for the film as substitutes if I would pay him about 12 pounds for shipping an extra package.  I did, and he provided me with a tracking number from the British Royal Post Office.  When I try to track it, all I learn is that it is a package en route to the US.  That package is now at least six weeks late.
 
He is saying that I can file an insurance claim, but how do I file a claim in Los Angeles for an item insured in the UK?  And how likely is it that two packages in a row were lost in the mail?
The guy has perfect ebay feedback, but I cannot help but feel that there is something really wrong here.
