My understanding was that Paypal may still issue refunds irrespective of
whether the seller has a "no refunds" policy. If the buyer files a case for any
reason then I thought Paypal would consider it and if the claim is deemed valid
then they will reverse the transaction.

personally, I'm shocked anyone would want such an announcement (that I

I will admit, I'm not looking at 99% of the sellers who don't want to take
refunds myself.
