I heard Joetta Beaver speak and these are her thoughts regarding DRA.  She was 
talking about the DRA2.  In order for kids to move to the next level they must 
be independent in both fiction and nonfiction.  Even if they score off the 
charts in the fiction selection, unless they are independent in the nonfiction 
piece, then you don't go on.  

She said that you should stop testing when the student is one grade level 
ahead.  You have plenty of data on that child at that point.  

It's not surprising to see a "drop" in scores as you transition from the old 
kit to the new one.  The changes that were made in the DRA2 have tightened it 
up and give you a more realistic picture of the student.
