HI Linda -- I am on the road right now and do not have the materials right 
in front of me.  However, I do believe they are leveled by grade levels. 
The cover of each book on phrasing should identify the grade levels for 
which they are appropriate.    The high frequency word phrasing program 
correlates with Ed Fry's high frequency words -- and how he originally 
leveled them for his spelling program.  Hope this helps,

Hi Tim,

I have been reading your many thoughts on fluency and just received a 
Crystal Springs order catalogue.  I saw your resource on Increasing Fluency 
with High Frequency Word Phrases.  I just wondered what the levels meant - 
does it mean grade level?  I teach third grade and wondered which one would 
be appropriate and if the CD is something the students use or just the 
teacher?  We have computer workstations and I wondered if it is something 
that would work there?
