Your principal's idea about grouping almost reminds me of the bluejays,sparrows 
and crows from the fifties. Flex grouping is to be exactly that-flexible. By 
grouping kids in separate classes you are setting and lowering the bar 
of?expectations for all of?them and they will live up to your expectations. Is 
the ability determined by decoding or comprehension? Kids that can't decode can 
still think! By modeling strategies in readers workshop whole 
group?,??and?guided practice with peers? all can then?apply independently the 
strategy?at thier own reading level in small groups within the same classroom. 
I would order some Debbie Miller and Ellin Keene learning videos for your 
school. Real reading in the real world.
