Hi Megan, 

I would look at the book What Really Matters in Fluency (Allington). The
book has good suggestions for fluency assessment and instruction.

Hello, 

My name is Megan Dunn and I am a student at Wayne State University in a
reading comprehension class.  At my student teaching site, I have a 30
minute reading class for 8th graders.  School wide, it is the period of
the day for only silent reading.  I also have to test their fluency each
card marking.  I have been assigned to take running records.  The last
time I tested them, the entire class' scores went down.  

Is there a better way to test fluency than running records?  Is there a
better way to increase fluency when I only have 30 minutes?
