Hi Jenn,
Our school district uses Reading Street, as well. I have the audio text
and always have the children "listen" to the story before we actually
read it. This way we get a chance to discuss it so they have a better
understanding of it, before they are expected to read it alone or with a
peer.  Sometimes I will pair up readers according to their level and
combine a higher level reader with one with less ability.  Sometimes,
depending on the level of the selection, I may only have my more capable
students read it, while the others are reading something independently
or with me, but at a more appropriate level. 

 If you don't have the audio version, I would suggest that you consider
recording the stories yourself.  I did that with my last series and it
is quite valuable.  If a child was absent or didn't quite understand it,
then he could listen to it again. It saves your voice and they seem to
be more focused on the print when someone, in the distance, is reading.


As you can see, the name of the game is flexibility.  As someone else
noted, if you have the leveled readers that go with the system, they are
a nice supplement for all the levels in my class.  I have even borrowed
some of the leveled readers from the grades above and below to
supplement my social studies and science curriculum.

grades.  Students are having difficulty during independent reading time

instructional levels.  Any suggestions on how to work with school
administration and/or teachers on this?

You might consider using the basal stories as a shared reading only.
Then, students could choose "good fit" texts at their independent level
for independent reading time (from the class library). For guided
reading, you can utilize the Reading Street Leveled Readers for your
students that work at, above and below grade level or incorporate the
use of some other leveled texts (geared toward students' specific
instructional reading levels) if you have a literacy closet.
