Are you sure you don't mean phonics programs from the 70s?  Phonics
was HUGE in the 70s. I started kindergarten in 1969 and our parents
were told to not teach us how to read at home because the school was
using a brand new approach (phonics).

Interestingly, if you look at the old McGuffey's readers from the late
1800s - they used both a sight-word AND phonics approach. Would that
be considered the "balanced literacy" of their day?
