CAFE stands for comprehension, accuracy, fluency, and expand vocabulary. As I introduce strategies we make cards with the name on it like: prediction, dictionary, questions, chunk the word, etc. This way the kids have a reference point. This was developed by "the Sisters" who wrote Daily 5 and CAFE. They are easy reads and great management systems. They have a yahoo group and on proteacher site people have submitted lots of resources (and on the yahoo group also). I hope this helps.
