Did you set the variable to IRSTLM to /path/where/to/install and PATH to the directory /path/where/to/install/bin? Have you already tried using tlm for LM training and building instead? Deleting the temp folder sometimes helps, too. You might also ask https://list.fbk.eu/sympa/info/user-irstlm for more help.
