Thanks for confirming that. I learnt from the baseline system: http://www.statmt.org/moses/?n=Moses.Baseline, it shows the step-by-step instruction, tuning before binarising.
Now, I binarised phrase table and reordering table, then tune with binarised-model/moses.ini and add an option --no-filter-phrase-table, now, the tuning process is running smoothly.
