ah ok. If you're only looking to do decoding on windows, rather training, then Moses2 compiles with Visual Studio. You can find the Visual Studio project files in contrib/other-builds/moses2
If you want to do training on Windows, there's also the Ubuntu subsystem on Windows https://docs.microsoft.com/en-us/windows/wsl/about I used this to test training on windows for Moses version 4 release.
