Which motion version?
Can you post detailed startup logs for both working and not working cases?

Thanks again for your reply.
I tried it without the 'secondary' stuff -- made no difference.
And I've tried it with the plain vanilla Motion, and that still shows the same
problem.
I'll see if I can find another video capture device lying around to use.
Cheers,
Chris

I've moved the EasyCap gadget and the Motion software from the Raspberry Pi to
my MythTV server, running Arch Linux... and it still has the same problem.
Tomorrow I'll try to set up another PC with a PCI capture card.

Can you provide your final config and corresponding full log?

I've now connected the camera to a different computer, with a PCI capture card.
The tearing/ghosting (whatever the technical term is) has disappeared. So I
blame either the EasyCap (1b71:3002 Fushicai version), or the usbtv driver.
Thanks again for your help.
Cheers,
Chris

I have had issues with EasyCap (smi2021 model) and motion.
When setting motion 30 fps picture was good:
https://img-fotki.yandex.ru/get/15499/73339514.33/0_f06d6_97a8d169_orig.jpg
With fps=10 picture got corrupted:
https://img-fotki.yandex.ru/get/16165/73339514.33/0_f06d7_aa47f2e9_orig.jpg
While Mplayer worked fine with any framerate
This may be V4L driver's and motion's bug at the same time
