All I'm trying to do is setup motion for an RTSP camera and stream that on a
web browser on a rp3. It appears that the camera is detected accurately at
the correct resolution 1080p. Attached is the configuration file.
But when I open a browser to stream either localhost:8080 or its IP
address:8080, the webpage doesn't connect. Omxplayer displayed the streaming
video. What am I missing?

8081 will be the camera stream, but my first thought is firewall. Do you
have something blocking that port? What is the output of `netstat -planet`?
