Yes it does, but you can't really run it "all-out" at full resolution.
I suggest you check out motioneyeos <https://github.com/ccrisan/motioneyeos>
which has a prebuilt image for the RPi ZeroW with Pi Camera.
It's a simplified, secure OS (busybox linux) that maximizes resources
available to motion.
A very nice UI also.

Would a wifi camera impose much more load for the Pi Zero W?
