Why not use conversion specifiers while calling external action? There are
x and y, so if x and y belongs to the area of interest 1 you do one thing
otherwise do another one?

That probably could work and you can combine that with,

%D      changed pixels

to do your own threshold calculation.

However now you brought the motion detection outside of motion and are 
not using its major strength.
