Greetings:
In today's issue - December 24th - of STAR TRIBUNE, section B, page 3 is an
article about the City of Plymouth passing an ordinance , "for an exemption to
the city's lease law and let their cats roam free". It seems there is a rare
breed of cats that chew off their collars to be free in the house. Their
owners want their cats to be free to be out of the house and free to roam.
Does the MOU have any word to say to this issue? It certainly is opposite
from the national program to keep cats indoors for their own protection and to
keep them from killing birds as they roam free.
