Jim Otto just called and said that the Eurasian Wigeon is still present this 
morning.
It was near the north shore of North Anderson Lake, as Paul reported.

I found an adult drake Eurasian Wigeon this evening at North Anderson
lake in Bloomington, MN. There are several hundred American Wigeon
and Gadwall on the lake. While I was there, the Eurasian Wigeon
stayed mostly along the north shore. This was relatively close to my
viewing location, which was the parking lot of GE Commercial Finance,
just south of 494 and west of 169.
