Just a reminder that is is unlawful to use recorded bird calls to attract birds on National Wildlife Refuges and because of this you may be fined. However, the only birds protected federally from harassment are endangered species and bald and golden eagles. Unfortunately, reporting unethical harassment of other birds to USFWS law enforcement will not result in any action because it is not in any federal regulations.
