This morning at 8:40 I observed a Rough-legged Hawk hunting over a CRP field on 
the south side of Co. Rd. 23 just west of Co. Rd. 2.  

I identified the hawk by the two distinctive black wrist patches on the white 
wing 
linings.  Also, the tail was white underneath with a broad, black band at the 
tip of 
its tail.  The board soared over the field and occasionally "hovered" by 
rapidly 
flapping its wings and remaining motionless in the stiff wind.  At one point it 
perched atop a power pole allowing me to view it from just 50 feet away from 
inside my vehicle.  Sadly I did not have my camera along.
