There was a comment to one of the posts about the La Crosse Brown Booby on the Coulee Region Audubon Facebook page. It showed a picture of a Brown Booby on a barge compartment cover and said "Spotted in Winona MN on 8-13-22".
I have asked for more information but haven't heard back yet. It appears that the bird either flew or rode north on a barge.
