I could not reproduce this problem on my Vista installation, not even if
I install Emacs and Oz with two different administrator accounts.
I used the Emacs version provided on the Mozart download page. It
creates a registry key at HKEY_LOCAL_MACHINE\SOFTWARE\GNU\Emacs\emacs_dir
This key is read in "platform\mswindows\oz.cc". The OPI starter then
adds "\bin\runemacs.exe" to this path.
Maybe you could add some logging to the "getEmacs" function in oz.cc in
order to diagnose the problem.
