The codepad URL you provided is unreadable.

However, I have almost the same as you (I use testing), and if I remember
correctly, I started from the binary tarballs available at
http://www.mozart-oz.org/download/view.cgi?action=tar&version=1.4.0
(take mozart and mozart-stdlib).

I untared them in /opt/mozart, and added /opt/mozart/bin to my PATH.
