There is a javascript function which does this. I think its
pkcs11.addmodule() unfortunately developer.netscape.com was down and I
couldn't find anything about it on mozilla.
You can find a sample web page that can add new modules in the mozilla
source tree under mozilla/security/nss/lib/fortcrypt/handinst.htm .
There are other sample web pages as well for adding modules there.
