All of Mozilla sources are legally restricted, but not because of 
NSS/PSM. Restrictions are based on existing Embargo's (both under US and 
international law). The relaxing of the crypto exports only relaxed to 
the same level as other software. Fortunately encryption is no longer 
defined as a munition under US export regulation.
